California to Reduce Greenhouse Gas Emmissions to 1990 Levels by 2020

Assembly Bill 32 (AB 32, 2006) mandates a reduction in greenhouse gas emissions to 1990 levels by 2020. All we have to do to fix the problem is to determine emissions goals for cars and light-duty trucks and give the automaker their marching orders, right? Well, no. There’s a much better solution.
If we continue to assume that people will keep driving cars, and that the population is expected to increase, the carmakers alone are not going to be able to solve the problem.

What about changing the existing assumptions? What if people didn’t have to drive as far? What if a lot more people used public transportation? Could thinking like that, combined with lower emissions from the biggest polluters, enable us to reduce greenhouse gasses (ghg’s) in spite of an increase in population?

Enter Senate Bill 375 (SB 375, 2008), which requires a reduction of ghg’s to 1990 levels from new land development or redevelopment projects. It also called for the creation of a technical advisory committee to advise the California Air Resource Board (CARB) on how to reach the 2020 goal.

So where does this committee come from? Who has the skill and knowledge to put together such a long-reaching plan? Twenty-one people have volunteered their time to make this happen. For the most part, they fall into two groups: organizations whose goal is to reduce emissions and organizations who want their cities and counties to thrive. While these goals may seem to be at odds, the job of the Regional Targets Advisory Committee (RTAC) is to make a plan to do both at the same time.

Who are the representatives of California residents and businesses? Ten committee members are involved in local government and city planning, five are involved in public transportation, five are from organizations that support environmental issues, and one from a California new home builder. They hail from all over the state – big cities and rural areas as well as colleges and non-profits.
The RTAC report to the California Air Resources Board is due at the end of September. In the next two months, they will put together recommendations of actions and measurements that will enable each region to meet the required goals, taking into consideration the capabilities of each entity and current and projected economic factors. No small feat.

In the end, their accomplishment will be one that could not have happened without such a multi-discipline long-term commitment. This is the only kind of effort that can possibly make a significant dent in greenhouse gasses in California.

The European Convention on Human Rights was established as an international treaty to afford a uniform standard of human rights treatment across Europe.  Covering basic freedoms like the right to life through to trickier issues such as the right to liberty and the right to marry, ECHR has had an astonishing impact on Europe both legally and politically.In passing legislation, European governments have to as a matter of law legislate in accordance with the provisions contained within the ECHR.  This means parliaments of signatory countries are being bound by their predecessors to legislate in a particular way, which has ruled out a number of would-be pledges and meant the reversal of certain national laws. 

One area where this has caused problems is in abortion.  The perpetual morality debate aside, abortion has been held to contravene the right to life provision in certain European countries.  Although there is still great scope for challenge, this could potentially cause problems in the coming years as more and more cases of this nature are brought before the European court.  Another major problem area is that of same sex marriages.  The universal right to marry means that any provision stopping same sex marriage anywhere in Europe could potentially be struck down as illegal, requiring nations to actively realign their current provisions to avoid any discrimination.  For this reason, the UK, amongst others, have taken proactive measures to permit same-sex marriages to avoid the embarrassment of a public ruling against them.This obviously raises problems of national power and freedom: nations are now utterly bound by the principles of European 'liberty', whether they like it or not.

Earthquake Safety Guidelines

When you feel the ground begin to shake time is crucial. There isn’t time to panic AND survive. Choose to act and live. Structural damage can occur in your area if you are close enough to a blast or earthquake to feel the shock. These guidelines may help you live through such an event.

GENERAL SAFETY RULES
Keep a flashlight and sturdy shoes within reach of your bed and your work place. Keep a set of clothes that is easy to slip on beside your bed. If a tremor begins while you are in bed, remain there until the shaking stops. When the tremor ends, quickly put on clothing and shoes. Casual shoes or bare feet won’t hold up well when broken glass and other debris litter the ground.

DUCK, COVER & HOLD
IF YOU ARE INSIDE A BUILDING get down next to a load-carrying wall. Get beneath something solid such as a strong table. With your arms and hands, shield your head and neck. Brace yourself by hanging onto whatever you are beneath.

IF YOU ARE IN AN AUTOMOBILE
Remain in your automobile. Try to position yourself away from overhead hazards. Don’t park under any extensions. During an earthquake, don’t get out of your car even if it is underneath a bridge during. Tires will act as a cushioning (and insulation) if heavy debris fall onto your automobile. Move your vehicle to the shoulder without blocking other vehicles if you are on an open stretch of road. Remain there until the movement has stopped. Use your radio to track reports and get further instructions.

AFTER THE SHAKING STOPS
Realize that aftershocks are likely: prepare to DUCK-COVER-HOLD – again! Examine yourself for injuries. Get a flashlight.
